REGULAR MEETING OF THE BUFFALO AND ERIE COUNTY PUBLIC LIBRARY BOARD OF TRUSTEES
September 21, 2000

The regular monthly meeting of the Board of Trustees of the Buffalo and Erie County Public Library was held on Thursday, September 21, 2000 in the Central Library pursuant to due notice to trustees. The following members were present:

Chair Mahoney called the meeting to order at 4:05 p.m. in the Joseph B. Rounds Conference Room. Ms. Mahoney indicated that the reason the meeting started five minutes late was because she had been speaking with local media representatives.

Agenda Item B – Approval / Changes to the Agenda. The Agenda was approved as submitted.

Agenda Item C – Minutes of the Meeting of August 17, 2000. On motion by Mr. Shenk and seconded by Ms. Summer, the Minutes of the meeting of August 17, 2000 were approved as submitted.

Agenda Item D – Report of the Chair. Ms. Mahoney reminded trustees that the ACT meeting scheduled for Saturday, September 23 rd at the Grand Island Memorial Library ha d s been cancelled.

In the absence of Planning Committee Chair Juncewicz, Ms. Mahoney asked committee members to get together following the Board meeting to schedule a meeting of the Planning Committee.

Ms. Summer commended the Board Chair and Library Director for their letters to the editor which appeared in the Buffalo News .

Agenda Item E – Committee Reports.

Agenda Item E. 1 – Executive Committee. Ms. Panty reported that the Executive Committee met on September 14 th to approve the agenda for today's meeting. Deputy Director Stone reported on the agenda item relating to a budget transfer. Topics of discussion included a new B&ECPL design logo, new library cards and guidelines for acceptance of donations to the Library.

Agenda Item E.2 – Budget & and Finance Committee.

Agenda Item E.2.a – Contract Library Transfers. On motion by Mr. Shenk and seconded by Ms. Summer , the following was approved unanimously:

RESOLUTION 2000-42

WHEREAS, a request for budget transfers has been received from the Amherst Public Library, now therefore be it

RESOLVED, that the Board of Trustees of the Buffalo and Erie County Public Library approve transfers of $13,120 within the budget of the Amherst Public Library.

Agenda Item E.2.b – Budget Transfer – Water and Sewer Utility Bills. In the absence of Budget & Finance Committee Chair Burns, Mr. Stone informed the Board that as a result of increases in charges for water and sewer service provided by the City of Buffalo, it is expected that water/sewer utility charges will exceed the 2000 budget by approximately $11,000. The increased amount will be offset by below budget expenses in the Interfund Utility (gas and electric) account. The proposed resolution authorizes a transfer of funds from the Interfund Utility Account to the Water/Sewer Utility Account. On motion by Ms. Panty and seconded by Mr. Gist the following was approved unanimously:

RESOLUTION #2000-43

WHEREAS, increased charges for water and sewer service provided by the City of Buffalo are expected to exceed the 2000 water/sewer “Utility Charges” budget, and

WHEREAS, the increases included a water “capacity charge” added after the Library's 2000 budget request was submitted last year and a 9% increase in sewer charges effective in July of this year, and

WHEREAS, these changes will increase year 2000 costs by approximately $11,000, and

WHEREAS, this increased expense will be more than offset by below budget expenses in the Interfund Utility (electric & natural gas) account, and

WHEREAS, addressing this situation requires a budget transfer in excess of $5,000, now therefore be it

RESOLVED, that the Board of Trustees of the Buffalo and Erie County Public Library authorizes the transfer of $11,000 from the Interfund Utility Account (SFG 880-2211) to the Water/Sewer Utility Charges Account (SFG 820).

Agenda Item E.2.c – Monthly Financial Report 7/31/00. The Monthly Financial Report for the period ending July 31, 2000 was submitted for the Board's information.

Agenda Item E.3 – Building Committee. Ms. Thomas reported that the Building Committee met on August 31 st to review the schematic design for the new North Jefferson Library which was included in board members' packets and is on the agenda under New Business.

Agenda Item F – Report of the Director. In addition to her written report , Ms. Chrisman informed the Board that on September 19 th she attended the dedication of the new headquarters of the Association of Hispanic Pastors of Western New York. She expressed her appreciation to Reverend Rodriguez for the invitation and indicated that his organization should be very proud of its beautiful building.

Ms. Chrisman reported that the fine amnesty program will conclude at the end of the day on Saturday, September 23 rd . The tally as of September 20 th indicates that 38,990 overdue items have been returned. That figure includes 3,144 books which were over 90 days late.

The Buffalo in Bloom contest awarded honorable mention to the B&ECPL for its beautiful gardens on the terrace of the Central Library. Credit for the award goes to Tim Tuminno of the Maintenance staff.

Ms. Chrisman distributed pictures showing ramp reconstruction progress. She noted that the evening edition of the Buffalo News contains a picture of the removal of a large piece of concrete from the ramp.

The following report was submitted by the Director and transmitted to board members prior to the meeting:

Joseph F. Shubert Library Excellence Award: On September 11 th , the Director was notified by the Regents Advisory Council on Libraries that the Buffalo and Erie County Public Library has won a 2000 Joseph F. Shubert Library Excellence Award. The award recognizes outstanding achievements of small, medium and large libraries and library consortia. B&ECPL's application highlights the success of B&ECPL's World Wide Web Site and related technology efforts. The application credits the ingenuity and industry of staff volunteers in designing and constructing the site, the collaborative funding that created the site without imposing any additional financial burden on local taxpayers, and the Library's recognition that it had a singular obligation to meet a specific need in the community.

Educational Technology Initiative : Fifteen contract libraries were represented at the September 6 th and 7 th briefings, which provided information about the various program components of the ETI grant. Materials distributed at the sessions have been forwarded to all contract libraries.

One component of the Legislature's $1 Million Educational Technology Initiative 2000 involves the establishment of a Youth Resource Center in each of the 52 B&ECPL libraries. The goal of the project is to provide a selection of electronic resources for young people grades 4 and up (especially those who do not have home access to current information technology and the Internet) to assist them in the completion of NYS curriculum-based assignments. A committee composed of members from several standing youth services committees (including representatives from Central, branches , and contract libraries) has met to formulate specifications for these centers. Equipment orders (a maximum of $5000 per library) will be handled centrally for computers, furniture, wiring and other related items. The cost of annual database subscriptions will be charged to the B&ECPL materials budget. Individual libraries will consult with Carol Batt , Manager of System Public Services, who is coordinating the project. Implementation will begin this fall and continue into 2001, with all centers online by this time next year.

Fine Amnesty : The Library kicked off its Fine Amnesty program on September 11th . The event has generated wide-spread publicity, including a lengthy, front-page Buffalo News article, coverage on Channel 2 and Channel 4 evening news programs, stories in local newspapers and a WNED radio interview. Patrons have expressed enthusiasm and support for the program. For example, a former Buffalo resident e-mailed from Hawaii and shared her plans to use the payment incentive to clear up overdue charges on her account. Thus far, books have been returned that date as far back as 1972, and more than seven times the regular rate of returns has occurred for materials overdue more than 90 days. A final summary and statistics will be shared at the amnesty's conclusion.

Contract Negotiations with Librarians' Association : Since the current contract with the Librarians' Association expires at the end of 2000, negotiations to develop a new contract were initiated on September 6 th . Assistant Deputy Director Patricia Angstadt is the Chief Negotiator for the B&ECPL.

Milestones of Science Event: At 7 p.m., Thursday, September 21 st , Owen Gingerich , senior astronomer at the Smithsonian Astrophysical Observatory and professor of Astronomy and the History of Science at Harvard University, visits the Central Library's Mason O. Damon Auditorium to present a lecture focusing on the “Milestones of Science” Collection. Over the past three decades, Gingerich has become a leading authority on the 17 th century German astronomer Johannes Kepler and the 16 th century cosmologist Nicholas Copernicus, both of whom are represented by significant entries in the “Milestones” collection. Selected volumes of the “Milestones” are on exhibit in the Central Library's main display case and in the Grosvenor Rare Book Room. The lecture is sponsored by the Library Foundation of Buffalo and Erie County, Inc. with funding from the John R. Oishei Foundation. The event is free and open to the public.

Donations in Memory of Helen P. Nill to Benefit Riverside Branch : Family and friends of retired Buffalo school teacher Helen P Nill have contributed $1,360 for the purchase of children's books for the Riverside Branch. This generous gift is a wonderful tribute to Ms. Nill, a supporter of Riverside Branch, who was devoted to children and instilled in them a love of reading.

Meetings : On August 25 th , the Director attended the first in a series of sexual harassment training sessions that Erie County is offering to managers. Later that day, Deputy Directors Mahaney and Stone and the Director met with representatives of the Onondaga County Public Library to discuss a variety of governance and financial issues. The Onondaga system is similar to the B&ECPL and faces many of the same challenges. The Executive Committee of the Board of Trustees met on September 14 th to prepare the agenda for the September 21 st Board meeting and discuss a variety of issues.

The following report was submitted to the Director by the Deputy Director, Chief Operating Officer and transmitted to the Board for information:

North Jefferson Construction Project: At its August 31 st meeting, the Building Committee of the Board of Trustees was favorably impressed with the proposed schematic design for the new East Side library and recommended presentation to the full Board for approval. In compliance with the “Guidelines and Procedures for Approval of New Library Construction,” the building program has been refined and the project application has been completed. Both will be available in the correspondence book at the Board's September 21 st meeting. Upon Board approval of the schematic design, it can be submitted to the Director and the Building Advisory Committee along with the building program and application. The Deputy Director/COO, Assistant Deputy Director William A. Miles , Urban Services Coordinator Sharon Holley and Planning and Evaluation Coordinator Peggy A. Skotnicki attended the Building Committee meeting. This staff team has worked closely with architect Robert Traynham Coles in developing the exciting schematic design of the proposed library building.

Akron Construction Project: The Town of Newstead Board unanimously approved a revised design for the exterior of the new library. The two buildings on the site have been demolished, and the foundation will be poured in October. Construction is slated to begin in the spring of 2001 with an autumn opening.

State Aid for Library Construction: The sole applicant for $39,755 in State aid for library construction available to the B&ECPL in the current funding cycle was the Town of Collins Public Library. The application is complete and will be transmitted for Board approval prior to its submission to NYS Library Development.

Office of System Public Services Takes Shape: As announced previously, Carol A. Batt left her duties in Support Services August 13 th to meet the challenges of managing system-wide public service functions. As it develops, this new office will oversee activities related to the full spectrum of public services with Mrs. Batt serving as first lieutenant to Assistant Deputy Director (Central/Public Service) Ruth A. Collins . The first of several priority assignments relates to re-inventing and reinvigorating services for children. To that end, Mrs. Batt already has met with children's specialists from several standing committees with representation from Central's Children's Department, as well as contract and branch libraries to discuss programs and issues. In particular, Mrs. Batt is coordinating efforts to establish the Youth Resource Center project (under the Erie County Educational Technology Initiative) and is putting her Support Services background to good use in revising the juvenile checklist process to ensure that more items are offered for unit purchase in a timelier manner.

Automotive Automation: Under the direction of Support Services Conversion Coordinator, Elaine Barone , the Mobiles Division staff has completed the conversion of the Lookie Bookie and RAM Van collections. More than 15,000 records were added to the database and are now retrievable through the online catalog — BEACON. By the beginning of October, circulation procedures on these vehicles will parallel those of the Bookmobiles. One significant advantage to automating circulation on the Lookie Bookie and RAM Van is the fact that notices will be generated automatically thereby freeing staff from hours of typing.

What a Deal! The Central Library concourse has seldom seen as much activity as it did between August 24 th and 26 th when members of the community were able to purchase a bag of discarded or gift books for just one dollar from the Encore Editions used book shop. The first-ever Bargain Days Sale earned a total of $910 thanks to the efforts of Assistant Deputy Director (Support Services) Lucille DeFranks , newly appointed store manager Rinna Vigoda, and a crew of very dedicated volunteers.

A Novel Idea: The Central Library's new gift shop, Novel Ideas, is scheduled to open October 16 th . The store will carry a variety of merchandise related to libraries, books and reading for both children and adults. Novel Ideas will share space with Encore Editions, B&ECPL's used book store. It is our hope that the gift shop will give people one more excellent reason to visit the Central Library!

Urban Services Division Has Busy Summer: The Lookie Bookie and staff represented B&ECPL at the Hispanic Festival at the Augustin Olivencia Community Center on July 15 th , at the East Delavan Block Club on August 19 th and the Butler Avenue Block Club on August 26 th . The RAM Van and staff presented programs on the Caribbean at the Annual Marcus Garvey Celebration on August 18 th at Hope-Kensington United Methodist Church on Leroy Avenue. Librarian Suzanne Jacobs represented the Library at Bryant and Stratton's Health and Wellness Day July 19 th . Publicity handouts, library card applications and informational materials were distributed.

Urban Services Coordinator Makes the Rounds: On July 24 th , Sharon Holley (Urban Services) served as Mistress of Ceremonies for activities surrounding the first phase of the Underground Railroad Freedom Memorial at Broderick Park. Among the elected officials present were Erie County Executive Joel Giambra , Buffalo Mayor Anthony Masiello , Fort Erie Mayor Wayne Redekop , and Buffalo Council Member Dominic Bonifacio . On August 22 nd , Ms. Holley also presented a well-attended workshop, “Storytelling Across the Curriculum,” for teachers at the Buffalo Public Schools Reading Camp.

WNY African American Publication on Ethnic Newswatch : Afro-Americans in New York Life and History , a biannual journal of the Afro-American Historical Association of the Niagara Frontier, which provides full-text articles and book reviews, has been added to the Ethnic Newswatch Database. Former B&ECPL Trustee Dr. Monroe Fordham , is editor. Sharon Holley (Extension Services) and Melvin Watkins (Town of Tonawanda Public Library) are both on the editorial staff.

Patent & Trademark Center: Staff of Central's Business, Science and Technology Department (BS&T) report increased use of the patent collection since the unveiling of the new Patent & Trademark Center established in memory of Erich Mayer , B&ECPL's former liaison to the Patent and Trademark Library Depository Program in Washington, D.C. Librarian colleague Kate Weeks has "caught the patent bug," as she stated at the June dedication of the Center, and has applied her own expertise, coupled with everything she learned from Erich, to make the Center a resounding success. Mrs. Weeks has been training BS&T staff in new patent procedures acquired through her participation in the most recent Patent Conference (March, 2000). Through special invitations to visit the Center during National Inventor's Month (August) and other efforts to promote “networking” among inventors, Mrs. Weeks is encouraging public awareness and greater use of the invaluable resources of the B&ECPL.

The following report was submitted to the Director by the Deputy Director, Chief Financial Officer and transmitted to the Board for information:

BECPL Network Support and Business Office Staff Assist Erie County Payroll Processing During Rath Building Closure: On September 8 th , an electrical fire in a Niagara Mohawk underground facility spilled significant smoke into the Rath Building. The building was unavailable on both Friday and Monday. Monday was also payroll entry day for all County Departments, so many departments were “without a home” on payroll entry day. Supervising Accountant Robert Langowski worked with William Burke of the Erie County Personnel Department and our own Business Office and Network Support staff to find places for displaced department payroll clerks to enter their payroll. Network Support staff, under the direction of Deputy Director Shirley Whelan , quickly created a “mini-hub” using six computers being prepared for distribution to various libraries, transforming an administration area conference room into a temporary payroll entry room. All were pleased to be able to “pitch in” and help our colleagues through this unconventional disruption.

Central Library Ramp Project Shifts Into High Gear: After the library's 8 PM closing time on September 14 th crews moved in to remove and replace the concrete in front of the Washington Street entrance.

To minimize inconvenience to patrons, the Auditorium entrance, with a stairway up to the circulation desk area, was opened as a "temporary entrance/exit.” Signs were placed in highly visible spots to direct patrons to either the Clinton Street (Auditorium) or Ellicott Street entrances.

East Delavan Roof Replacement Project Complete: This week, the contractor hired by the City of Buffalo to replace the roof of the East Delavan Library completed work on the project.

The following report was submitted to the Director by the Deputy Director, Corporate Information Officer and transmitted to the Board for information:

New Senior Operator Joins Network Support: Roseann Hausrath joined Network Support on July 17 as a Senior Computer Operator . We are very pleased that Roseann has joined our team because of her dedication to customer service and focus on accuracy and quality. Prior to joining the Library, she was the Computer Operations Supervisor at the Cathedral Corporation in Orchard Park where she had worked for eighteen years. She holds Associates Degree in Computer Science from Erie County Community College. Roseann is a quick learner and has become a very proficient scheduler.

New Alpha Server Ordered: An extensive review of the computer configuration for the new Compaq (formerly Digital Equipment Corporation) Alpha server has been completed and the hardware is now on order.

Once a final delivery date is received from Compaq, Peggy Brent , Network Support Information Systems Coordinator, will coordinate its installation with our library staff and both Compaq and DRA.

B&ECPL Web Server Upgraded: Kathryn Hocking worked with the Network Support staff to upgrade the disk storage on the Buffalo & Erie County Public Library web server. Now, all of our web pages are “mirrored” on a second drive so that in the event of hard drive failure, the web site will still be available to all users. In addition, Kathryn has improved the server's backup procedures in anticipation of our planned upgrade to the DRA Web 2 catalog program.

Gates Accelerated Grant Program for Large Libraries: The furniture has been received and the data cabling has been completed at Cazenovia, East Clinton, East Delavan, Mead and North Park in preparation for the installation of the new personal computers received as part of the Gates Accelerated Grant Program for Large Libraries . Network Support has installed five new personal computers at Mead and will complete the remaining installations in September.

Amnesty Reports Prepared: In support of the special Amnesty Program, several reports will be run to provide statistics.

Agenda Item G – Report of the Foundation Director. A written report which included information regarding the Mark Twain Writing Contest, John R. Oishei Foundation funds, the Milestones of Science lecture, B&ECPL program funding, Investment Advisory change and a meeting with contract library trustees and directors was included in board members packets. Foundation Director Kathryn Vedder was unable to be in attendance at today's meeting because she was at the airport to pick up Owen Gingerich, professor of Astronomy and the History of s S cience at Harvard and well-known astronomer. Mr. Gingerich will present a lecture focusing on the “Milestones of Science” at 7 p.m. this evening in the Mason O. Damon auditorium.

Agenda Item H – Public Comment. The following members of the public presented statements regarding the Strategic Plan: Elizabeth Berry of Buffalo, Dorothy Utnik of West Seneca, Andy Goldstein of Buffalo, Valerie Niederhoffer of Buffalo, Larry Larsen of Batavia, Marc Moscato of Buffalo, Lisa Berry of Buffalo.

Ms. Mahoney indicated that the Board appreciates and has listened to all the comments. The Board's plan will be released later this year.

Agenda Item I - Unfinished Business. No unfinished business.

Agenda Item J – New Business.

Agenda Item J.1 – Jefferson Construction Project. Mr. Mahaney informed trustees that Resolution 2000-44 relates directly to Resolution 1999-44 which enabled the City of Buffalo to advance plans to construct a new library building to replace the North Jefferson Branch Library. As reported by Ms. Thomas earlier in the meeting, the Building Committee met and reviewed the schematic designs as prepared by architect Robert Traynham Coles who has been commissioned by the c C ity to design this project. The schematic s , along with a building application and building program prepared by Library staff, are included in the Board Correspondence book. In accordance with the “Guidelines , ” all the appropriate documentation must be submitted to the Building Advisory Committee for further review.

In the process of developing Resolution 2000-44 and working on this project , it became clear to staff that the “Guidelines and Procedures for Approval of New Library Construction,” adopted in 1996 and revised in 1999, do not properly fit a construction project advanced by the c C ity with direct oversight or at least direct involvement by this l L ibrary board. The resolution proposes that the schematic design and other documentation be submitted to the Building Advisory Committee and authorizes staff to review and revise the “Guidelines” to include library construction projects in the city as well as in the contract library community.

Ms. Mahoney expressed her appreciation to staff and trustees who worked on this project. Mr. Gist indicated that this project will change a corner in an east side neighborhood which has been in blight for many years. There being no further discussion, on motion by Mr. Gist and seconded by Reverend Rodriguez , the following was approved unanimously:

RESOLUTION 2000-44

WHEREAS, the Board of Trustees adopted Resolution #99-44 on August 19, 1999, allowing the City of Buffalo to advance plans to construct a new library building to replace the current North Jefferson Branch Library, and

WHEREAS, that resolution stipulates that the project: “…adhere to the same process as that outlined for contract libraries with documentation submitted to the Building Advisory Committee for analysis and approval,” and

WHEREAS, members of the B&ECPL staff have assembled documentation and other materials required by the “Guidelines,” including: a completed project application, building program, basic demographic assessment, funding analysis and a schematic design prepared by architect Robert Traynham Coles in cooperation and consultation with B&ECPL staff, and

WHEREAS, on August 31, 2000, the Board's Building Committee convened to review the schematics and agreed to transmit them to the full Board with a recommendation for their approval, and

WHEREAS, pursuant to that approval, all appropriate documentation may be transmitted to the Building Advisory Committee for further evaluation under the “Guidelines,” and

WHEREAS, approval of a schematic design does not constitute final approval of the construction project, now therefore be it

RESOLVED that the Board of Trustees accept the recommendation of the Board's Building Committee and approve the proposed North Jefferson Branch Library schematic design and transmit it along with a building program, construction application and such other documentation as may be available to the Building Advisory Committee as stipulated in the "Guidelines," and be it further

RESOLVED, that the “Guidelines” be reviewed and revised to clarify the specific steps and authorizations necessary to advance those construction projects over which the B&ECPL Board of Trustees exercises formal oversight.

Agenda Item J.2 – State Aid Construction Program. Mr. Mahaney reminded trustees that each year New York State provides funds under the State Aid for Public Library Construction program for distribution to eligible system projects. As the Collins Public Library is the sole B&ECPL applicant for these funds during the current funding cycle, it is recommended that that the Board of Trustees transmit a recommendation to the State Division of Library Development to allocate $39,755 to the Collins Public Library construction project. On motion by Ms. Panty and seconded by Mr. Roach , the following was approved unanimously:

RESOLUTION 2000-45

WHEREAS, the FY 2000-2001 State Aid for Public Library Construction program includes an allocation of $39,755 for the Buffalo & Erie County Public Library, to be distributed to eligible System projects, and

WHEREAS, the Town of Collins Public Library has submitted a request for funding of a new library construction project, and

WHEREAS, the project meets the eligibility requirements of the State program, and

WHEREAS, under the program guidelines and the timetable of the current funding cycle there are no other B&ECPL applicants for these funds, now, therefore, be it

RESOLVED, that the Board of Trustees of the Buffalo & Erie County Public Library direct staff to transmit to the NYS Library Development Team a recommendation to allocate $39,755 to the Town of Collins Public Library construction project.

Agenda Item J.3 – Variance Requests. Mr. Mahaney informed the Board that the Minimum Standards for Registration of Public, Free Association and Indian Libraries required compliance with eleven standards by December 31, 1999. A procedure has been established where libraries may apply for a variance if circumstances, over which a library has no control, prevent it from meeting one or more of the standards of service. The Collins Library, which is under reconstruction and the Denio Memorial Library in Akron do not meet the requirements of Standard #8 which relates to physical facilities. The B&ECPL Board approved the construction of new libraries in Akron and Collins and both projects are underway. Resolution 2000-46 approves the request for variance from standard #8 for the Denio Memorial Library and the Town of Collins Public Library. On motion by Ms. Summer and seconded by Ms. Panty , the following was approved unanimously:

RESOLUTION 2000-46

WHEREAS, the Boards of Trustees of the Denio Memorial Library and the Town of Collins Public Library reported a failure to meet standard #8 of the New York State Minimum Standards for Registration of Public, Free Association and Indian Libraries which concerns maintaining a facility to adequately meet community needs and

WHEREAS, the Denio Memorial Library and the Town of Collins Public Library are in the process of building new libraries and

WHEREAS, the Library Director and the Library Board President of both the Denio Memorial Library and the Collins Public Library have completed and signed the Variance Request Form, now, therefore, be it

RESOLVED that the Board of Trustees of the Buffalo and Erie County Public Library approves the request for variance from standard #8 of the New York State Minimum Standards for Registration of Public, Free Association and Indian Libraries for the Denio Memorial Library and the Town of Collins Public Library.

There being no further business, on motion by Mr. Shenk and seconded by Ms. Panty, the meeting was adjourned at approximately 4:45 p.m.
