BUFFALO AND ERIE COUNTY PUBLIC LIBRARY
EXECUTIVE COMMITTEE MEETING
September 11, 2003

The meeting of the Executive Committee of the Board of Trustees of the Buffalo & Erie County Public Library was held on Thursday, September 11, 2003, in the Central Library pursuant to due notice to trustees. The following members were present: Daniel T. Roach, Chairman; Rebecca L. Mahoney, Vice-Chair; Phyllis A. Horton; Elaine M. Panty; Judith K. Summer; George M. Zimmermann, Trustee Emeritus.

Mr. Roach called the roll and declared a quorum at 4:10 p.m.

Agenda Item B – Res. 2003-42 – Orchard Park Library Lighting System Project Participation. Approval of this resolution would allow the Orchard Park Public Library to participate in a grant program that would improve the current lighting system and also lower utility costs. This resolution affirms the B&ECPL Board’s support for the project and commits the library to contributing up to $15,000 towards one half of the projects non-grant funded share of costs. On motion by Ms. Mahoney and seconded by Ms. Panty, the resolution was adopted unanimously.

RESOLUTION 2003-42

WHEREAS, the Orchard Park Public Library has been working cooperatively with the Town of Orchard Park to address needed lighting system improvements for the Library, and

WHEREAS, current lighting is original to the building (circa 1971), and in declining condition resulting in uneven and inadequate lighting in parts of the facility, and

WHEREAS, the parties have explored the opportunity, eligible for grant funding from the New York State Energy Research and Development Authority (NYSERDA), to undertake an innovative demonstration project working with the Lighting Research Center (LRC) of Rensselaer Polytechnic Institute in Troy, New York, to demonstrate the use of energy-efficient lighting technologies and design techniques in the Orchard Park Public Library, and

WHEREAS, the project will focus on the cost-effective retrofit of an existing, inefficient lighting system with state-of-the-art lighting technologies and design techniques, reducing the overall lighting energy consumption in the building by 30 to 50%, while improving the lighting quality for library staff and patrons and will feature lighting products manufactured in New York State, and

WHEREAS, the Town and Orchard Park Public Library have proposed that the Town and B&ECPL split the estimated local share of the project’s cost, estimated at $15,000 each, and

WHEREAS, the B&ECPL has participated with contracting libraries in energy savings projects in the past, most recently in Amherst and Tonawanda, and

WHEREAS, sufficient funds are available within the existing capital budget to support this expenditure, and

WHEREAS, the Town has requested an indication of support from the B&ECPL prior to being considered at the Town Board’s September 17, 2003 meeting, which would enable it to meet NYSERDA’s September 18, 2003 grant application deadline and these deadlines occur before the B&ECPL Board of Trustees meets, now, therefore, be it

RESOLVED, that the Board of Trustees of the Buffalo & Erie County Public Library affirms support for the project and commits the library to contributing up to $15,000 towards one-half of the project’s non-grant funded share of costs, and be it further

RESOLVED, that Board of Trustees of the Buffalo & Erie County Public Library authorizes the Chair of the Board of Trustees to enter into an agreement with the Town of Orchard Park to this effect should the grant be awarded, and be it further

RESOLVED, that the Board of Trustees of the Buffalo & Erie County Public Library authorizes budget transfers if necessary to implement the Library’s share of this project.

Agenda Item C - Report of the Director. Director Michael Mahaney presented items for the September 18th Board meeting agenda.

Ms. Summer and fellow trustees proposed endorsement of the final report of the Benefits Committee and authorized the Director and staff to present the findings and recommendations to the contract library boards and directors at the earliest opportunity. The Director will contact ACT president Robert Miller to schedule a meeting for this purpose and to convey details of the 2004 operating budget request.

The Director advised the Executive Committee that Ms. Susan Maggiore, a retired Buffalo teacher, has been nominated by Mayor Masiello to fill a vacancy on the B&ECPL Board of Trustees. Pursuant to approval by the Erie County Legislature, she will receive the B&ECPL orientation packet and be welcomed at the next meeting of the Board.

Ms. Panty noted a recent broadcast by radio personality Tom Bauerle, in which he commended the staff of the Central Library’s Grosvenor Room for its cooperation and exemplary service.

Mr. Stone presented the 2004 budget request, as recommended by the Board’s Budget and Finance Committee, which immediately preceded the meeting of the Executive Committee.

There being no further business, the meeting was adjourned at 5:00 p.m.
